NFPE DIAMOND JUBILEE CELEBRATIONS AT DWARKA COMES TO A CLOSE

NFPE Diamond Jubilee 2nd Day Celebrations

The 2nd day celebrations of NFPE Diamond Jubilee at Dwarka (Gujarat) included a Seminar on Postal Services “Challenges and Opportunities” in which the Postal Services Board HRD Shri.S.N.Sinha presented the key note address. The Postmaster General Rajkot also made his presentation. Senior leaders of NFPE who took part in building the organisation in their capacity as CHQ Office Bearers before their retirement from service were honoured by the Federation and the Reception Committee.

In continuation senior leaders Comrades S.K.Vyas (Advisor Confederation) ; Sukomal Sen (Senior Vice President AISGEF); KKNKutty (President Confederation); M.S.Raja (Secretary General Audit); K.P.Rajagopal (Secretary General ITEF); Vrighu Bhattacharjee (Secretary General Civil Accounts)have addressed in the afternoon session. All General Secretaries of NFPE affiliated Unions took part in the discussion . Comrade R.N.Parashar Secretary General NFPE delivered a speech covering various aspects of Government policy and how to combat against it. Comrade M.Krishnan Secretary General Confederation finally delivered an inspiring and emotional concluding speech reminding the history of sacrifices of our movement. NFPE DIAMOND JUBILEE CELEBRATED BY THE NATION's CREAM OF LEADERSHIP AT DWARKA (GUJRAT)

NFPE CELEBRATES ITS DIAMOND JUBILEE AT DWARKA GUJARAT

1st Day - 23-11-2014

National Federation of Postal Employees has celebrated its Diamond Jubilee celebrations to mark completion of 60 years from its inception as NFPTE in the year 1954 in a mamorable manner at Dwarka in Gujrat. 

The Reception Committee comprising of all Circle Secretaries of NFPE Unions in Gujarat Circle has made very excellent arrangements for the historical event. The Open Session was presided  over by NFPE President Comrade Giriraj Singh and anchored by NFPE Secretary General Comrade R.N.Parashar. All General Secretaries of NFPE Affiliated Unions including P3, P4, R3, R4, Admn, Postal Accounts, SBCO, GDS NFPE and Casual Labour participated in the Open Session and graced the occassion on the  dais. Comrade Purohit the Chairman of the Reception Committee and Circle Secretary P3 Gujarat welcomed the gathering and Comrade Asha Ben Joshi Circle Secretary GDS NFPE and the Convenor of the Reception Committee delivered vote of thanks at the end. 

Leaders of various Central Trade Unions including BMS and CITU stressed the need for united struggle in defence of workers rights and greeted the NFPE on this occassion of its Diamond Jubilee. as well as Shiv Gopal Misra of AIRF delivered special addressess.Comrade Shiv Gopal Misra declared that there is no alternative but to go on struggle if the Government is adamant to settle our issues and not to desist from its present path of privatisation including Railways and Defence. He assured that the united CG Movement will pressurize the Government to include the issues of GDS for the purview of 7th CPC. He also underlined that the 11th December National Convention by the Staff Side JCM National Council will take a programme of action to achieve the demands. 

Comrade M.Krishnan Secretary General Confederation of CG Employees made a punctuating speech and remembered the sacrifices of leaders in building the movement of NFPE / NFPE.

Comrade K.Ragavendran General Secretary AIPRPA and the Ex-Secretary General NFPE also delivered his address in the open session.

The Department of Pension & Pensioners Welfare has sought suggestions from Pensioners and all other  stakeholders for promoting the welfare of the Pensioners and Family Pensioners of Central Government.

All our members and District / State Associations are requested email their suggestions if any to our CHQ (aiprpachq@gmail.com) so that the AIPRPA CHQ can consolidate the suggestions and submit them to the Department of Pension & Pensioners Welfare. All are therefore requested to send in their suggestions urgently.

Thiruvananthapuram District AIPRPA constituted on 19th November, 2014

KERALA MARCHES AHEAD WITH FORMATION OF AIPRPA DISTRICT BRANCHES

Thiruvananthapuram District AIPRPA formed

Kerala State Convention that was held on 2nd October, 2014 had constituted District Steering Committees for all the 14 Districts in Kerala State. It was also decided to organise District Conventions of Postal & RMS Pensioners in all the Districts to form District Organisations within a time frame to culminate in organising a State Conference of AIPRPA. Accordingly dates have been fixed already  for holding district conventions in several districts. 

The District Convention of Thiruvananthapuram District was accordingly held on 19.11.2014 at Bank Employees  union hall, Trivandrum. The convention was inaugurated by Com M Krishnan Secretary General, Confederation of Central government Employees & Workers and function presided over by Com M. Chandrasekharan nair (CGPA State vice president).The convention unanimously elected 40 members office bearers leading by Com P T Raju President, Com G  . Madhudoodanan nair  Working president,  Com C. Mohahan nair District Secretary, Com N D Babu Organising secretary and  Com. K Balachandran nair Treasurer.






FMA ENHANCED TO A PALTRY 500 RUPEES BY GOVERNMENT OF INDIA

FIXED MEDICAL ADVANCE ENHANCED 
FROM 300/- TO 500/- 
DATE OF EFFECT: 19.11.2014



The Government has issued orders for enhancing the Fixed Medical Allowance to Pensioners from the present 300/- per month to Rs.500/- per month. This enhancement will take effect from 19.11.2014. The Pensioners Organisations have been demanding the raise of FMA from Rs.300/- to Rs.2000/- per month on par with the employees of Provident Fund Department where the employees are granted a monthly medical allowance of Rs.2000/-. This issue has also been taken to the notice of 7th CPC for necessary recommendation.Meanwhile the Government has marginally enhanced it from 300/- to 500/- which is quite inadequate to meet the medical needs of the family of Pensioners.

CELEBRATE 17-12-2014


CELEBRATE IN A BEFITTING MANNER ON 17-12-2014 AS

PENSIONERS DAY

SENIOR CITIZENS DAY

NAKARA’s CENTENARY BIRTH DAY CELEBRATION

D.S.Nakara who fought heroically after his retirement for justice to all pensioners


Pensioners can never forget 17th December. It was on this day in the year 1982 that the historic judgment by the constitutional bench headed by the Chief Justice Chandrachud in the famous case filed by Nakara was delivered to up hold the fundamental right of pension by the Pensioners.

The judgment had categorically ruled that “ (i) that pension is neither a bounty nor a matter of grace depending upon the sweet will of the employer and that it create a vested right subject to 1972 rules which are statutory in character because they are enacted in exercise of powers conferred by the proviso to Art.309 and clause (5) of Art.148 of the constitution; (ii) that pension is not an ex-gratia payment but it is a payment for the past service rendered and (iii) it is a social welfare measure rendering socio-economic justice to those who in the heyday of their life ceaselessly toiled for the employer on an assurance that in their old age they would not be left in lurch ’’

Incidentally Shri.Nakara who was born in the year 1914 and entered in Government Service in the year 1937 and retired in the year 1972 went to court and fought heroically for ten long years to get the above historic judgment in the year 1982 had passed away in the year 2009 at his age of 96. This year being the centenary year of his birth, it is appropriate to celebrate his centenary of birth along with the Pensioners Day on 17-12-2014 as the Day of “ Pensioners Day – Senior Citizens Day – and Centenary year of Birth of Nakara”.

AIPRPA CHQ Calls upon all Postal Pensioners to forge unity with other Pensioners everywhere and celebrate 17-12-2014 in a befitting manner. If you have a District or Divisional Branch of AIPRPA or not, the CHQ calls upon the Postal Pensioners to observe the day and remember Nakara to take the pledge to fight continuously until the Government is forced to withdraw the PFRDA and uphold the right to pension to all  Pensioners of Central Government and other pensioners. Moreover let us stand for the grant of Universal Pension to all Senior Citizens in the world and in our country.

Comrade C.Arjunan 
AIPRPA Tamilnadu State Organising General Secretary
 passes away



Comrade C.Arjunan the State Organising General Secretary of AIPRPA Tamilnadu Circle and former Divisional Secretary of AIPEU Group C Union of Salem East Division passed away on 16th November night around 10.00 P.M. He was ill for some time after his post-cordiac surgery and despite medical treatment he could not be saved. Comrade Arjunan is a militant fighter for the cause of Postal Employees and after retirement was directly working for the upliftment of poor people in Salem city. Comrade Arjunan was elected as the State Organising General Secretary in the 1st foundation State Conference of AIPRPA held at Salem last year. Our AIPRPA has lost a very valuable comrade. 

Large number of Postal & RMS Employees as well as Pensioners visited his house and paid homage. The Stage General Secretary Comrade K.Ragavendran; State Vice President Comrades G.Rajamani and R.Kanagavel; State Assistant General Secretaries Comrades C.Sekar and P.Thiruvengadam as well as the District Secretaries of Salem, Namakkal, Erode, Tiruppur and many Office Bearers and members of AIPRPA in Salem attended and paid last tributes to Comrade C.Arjunan. 

AIPRPA dips its banner in memory of the departed Comrade C.Arjunan and expresses its deep condolences to all the members of his family.

It is hereby notified that in accordance with the Article 19 of the Bylaws of Association, a meeting of the Central Managing Committee will be held at Community Centre, P&T Colony, Sector- 6, R.K.Nagar, New Delhi – 110022 under the Presidentship of All India Chairman Comrade D.K.Rahate on 17.01.2015.   1.  Please note that accommodation for stay at Delhi will be made for the day of the CMC meeting and also for those comrades who are reaching a day in advance of CMC meeting. AIPRPA Tamilnadu State Working Committee held

Two-days session of State Working Committee of 

AIPRPA  Tamilnadu - 15-16, November, 2014 - Erode

A two-days session of the State Working Committee of AIPRPA Tamilnadu State was held at Erode on 15th and 16th November, 2014. The SWC was presided over by the State President Comrade M.Kannaiyan. The Reception Committee headed by the Erode  District Secretary Comrde N.Ramasamy has made very good arrangements for accommodation and deliberations. A detailed discussion was held on the work paper submitted by the State General Secretary Comrade K.Ragavendran. 36 State Office Bearers and District Secretaries have  participated in the discussion. Leaders of BSNL DOT Pensioners Association, NFPE P3, P4 State and Divisional leaders have greeted the SWC.

The following important decisions were taken:

1.To observe the day of 17.12.2014 as the “Pensioners & Senior Citizens Day as well as the Centenary celebration of birth of Nakara”. Efforts will be taken to hold the Day jointly by other pensioners organisations through the Coordinating Committee of Central, State Government and Public Sector Pensioners Organisations of Tamilnadu State.

2.AIPRPA Legal & Defence Cell has been formed to help employees and pensioners facing disciplinary proceedings on the eve of their retirement. The Cell besides the State President and State General Secretary will contain Comrades M.R.Meenakshisundaram (Chennai); G.Rajamani (Chennai); S.Santhanaraman (Vellore); Advocate V.Rajaram (Dindigul); Advocate S.Thiyagarajan (Madurai); and Advocate S.Arun (Chennai) as Members. Comrade M.R.Meenakshisundaram will function as the Coordinator of this Cell.

3. To form the organisation of AIPRPA in districts where we have no branches at present, the following Office Bearers are given responsibility:
1. Ramnad: Comrades G.Subbaiah and P.Rajanayagam.
2. Theni & Virudhunagar: Comrades V.Rajaram, A.Marudai and G.Subbaiah.
3. Madurai: Comrade Shanmuga Sundarraja will discuss with the existing Pensioners Organisation in Madurai to explore the possibilities of merger.
4. Karur: Comrades N.Selvan and N.Ramasamy.
5. Thanjavur: Comrades Thanjai Sadasivam and N.Selvan.
6. Mayiladuturai & Nagapattinam: Comrades M.Kannaiyan and K.Ragavendran.
7. Pattukottai & Kumbakonam: G.C.Narasimhulu & N.Selvam.
8. Villupuram & Cuddalore: R.Natarajan & S.Santhanaraman.
9. Tiruvellore: Comrade S.Santhanaraman will take efforts with the existing pensioners’ organisation.
10. Krishnagiri: Comrades P.Sanku, S.Subramanian and S.Karunanidhi.

4. The membership of existing District / Divisional Associations of AIPRPA has touched around 5000 at present. It has been decided to undertake a membership campaign to increase it to 10,000.

5. All District Committees will organise Special General Body meetings within one month to educate the contents of 7th Pay Commission Memorandum submitted by AIPRPA and the importance of mobilisation activities on issues like DA/DR Merger and Interim Relief, Pre-2006 pensioners problems  etc.

6. All District Secretaries will forge contact with other pensioners organisations and service unions of various organisations in every district headquarters to launch united programmes like the calls of WFTU etc in future.

7. A Circular will be issued monthly by the State Headquarters on developments in Pensioners Front for the information of all Districts / Divisions until a final decision on running a monthly or bi-monthly journal for the AIPRPA is taken in future.

8. Issues like delay in payment of DR to pensioners; Problems faced by the Pensioners in the POSB Counters on the pension day; Non-implementation of 24-09-2012 orders in favour of pre-2006 pensioners in several divisions etc will be taken up by the State Association and the CHQ for addressing to appropriate authorities.

The following two important resolutions were also adopted in the SWC:

1.On permitting the P&T Pensioners to join CGHS without any discrimination and without any condition like insisting that they should have been CGHS beneficiaries while in service etc in line with the judgment of Kerala CAT and High Court of Kerala.

2, Implementing Court Judgment with regard to pre-2006 pensioners from 1.1.2006 for all pensioners.
