Sub: Problems of Postal Pensioners and Family Pensioners in withdrawing pension from SB Accounts due to introduction of core banking services – regarding.

The Department of Posts has introduced CBS as part of its modernization project. Any modernization should reflect in better services to public naturally. However, as it could be seen, the SB Counters face hick ups in almost all Post Offices where CBS was introduced. There may be so many reasons for the hick ups that may warrant the administration to tackle them but the issue at focus is that despite the so called modernization the pensioners as holders of Pension SB Account in such post offices face suffocation and great hardships in withdrawing their pension. Heavy crowds and long waiting hours and sometimes even asked by the counter staff as happened in Erode HPO to go back and return on the next working day for withdrawal. Similar situation did not happen in any nationalized or private banks as there the core banking system was simultaneously introduced with establishment of ATM machines facilitating easy withdrawal by customers. We cannot comprehend the reason behind the move of the Department of Post in resorting to CBS without matching it with erection of sufficient ATM machines simultaneously, warranting the pensioners to waste hours of time in front of POSB Counters at their old age. This State Association is receiving letters from different Districts about the plight of pensioners as above. It seems that the Pensioners who were more loyal to Postal Services by not opting any other bank for pension payment are being punished harshly now for their loyalty.

This Association would only request the following measures for remedying the situation:

  1. Proper intensive training to staff working in SB Counters in handling the software to overcome the problem of inadequate training.
  2. Proper management of staff arrangement in SB Counters including Supervisors.
  3. Opting for maximum capacity internet connectivity recently provided by the BSNL with high speed to prevent slowness in net operation and hanging problems.
  4. Extra Counters for catering to the Pensioners and family pensioners on the first pension payment day every month.
  5. Resorting to manual payment of pension to pensioners and updating the system after the counter hours until the staff are proficient with the software.
  6. Introduction of electronic token display system in all bigger offices.
  7. Provision of additional seating arrangements in the counter area.

 

  1. Expediting the establishment of ATM machines in all major post offices.
  2. Expediting the issue of VISA Debit Cards to all SB Account Holders.

This Association will feel relieved very much if the above suggestions are given due consideration by the Administration so as to avoid recurrence of problems on the next pension payment day across the state.
